To leverage your browser’s caching  means that you can set how long browsers should keep images, CSS and JS files stored locally.  if you change any of those, the server will tell the visitor’s browser to clear that cache.

Loading time is a major contributing factor to page abandonment. The average user has no patience for a page that takes too long to load. Also, Google consider page load time as a ranking factor. Google might crawl your site slower if you have a slow site. And that’s bad – especially if you are adding new content or making changes to it.
